A "rack" of lamb is a section of ribs, usually 6 to 8 lamb chops, in a single piece. The classic way to prepare a rack of lamb is with the bones "frenched" or exposed - that is cleaned of the sinew and muscle. It gives the cut of meat a clean, formal and well-presented appearance.
